UP govt firmly stands with investors from MoU to manufacturing and groundbreaking to production: Chief Minister
Lucknow, October 28
With a resolve to establish Uttar Pradesh as the country’s leading growth engine and accelerate its progress towards the goal of a $1 trillion economy, Chief Minister Yogi Adityanath held detailed discussions on Tuesday with a 14-member high-level business delegation of leading industrialists and investors from Singapore in Lucknow. Led by the Singapore Business Federation, the delegation expressed interest in making substantial investments in strategic sectors such as logistics, semiconductors, data centres, green energy, urban planning and hospitality. The delegation is visiting Uttar Pradesh following the Chief Minister’s visit to Singapore in February.
Welcoming the delegation, the Chief Minister said, “The vision of the late Lee Kuan Yew, the architect of modern Singapore, had demonstrated to the world that a country’s global identity depends more on its vision, efficiency and optimal utilisation of resources than on its geographical size.”
He added, “Under the visionary leadership of Prime Minister Narendra Modi over the past 12 years, India had moved beyond the status of a ‘fragile economy’ to establish itself among the world’s leading and robust economies. Similarly, over the past nine and a half years, Uttar Pradesh had shed its erstwhile ‘BIMARU’ image and emerged as the country’s growth engine. The state’s GDP, annual budget and per capita income had tripled, while women’s participation in the workforce had also increased threefold. Uttar Pradesh continued to remain a revenue-surplus state without imposing any new taxes on the public.”
Referring to his meetings with Singapore President Tharman Shanmugaratnam and Prime Minister Lawrence Wong during his visit to Singapore in February 2026, the Chief Minister said, “Investment agreements worth approximately ₹60,000 crore had been agreed upon during the visit. The state government was continuing to honour the assurance of safety, stability and speed given to investors during the Singapore roadshow.”
The focus now, he said, was on translating investment proposals into reality and commencing production.
The Uttar Pradesh government would stand firmly with investors throughout the process, from MoU to manufacturing and groundbreaking to production, extending the necessary support at every stage.
The Chief Minister proposed developing a dedicated ‘Singapore City’ and a high-tech industrial township near the Noida International Airport at Jewar. He said, “The region, situated at the confluence of the Eastern and Western Dedicated Freight Corridors and connected to a world-class expressway network, had the potential to emerge as a major supply chain hub for international companies in northern India. Uttar Pradesh has a land bank of more than 75,000 acres available for industrial investment, while 27 integrated manufacturing and logistics clusters are being developed. The six strategic nodes of the UP Defence Industrial Corridor, located in Lucknow, Kanpur, Jhansi, Agra, Aligarh and Chitrakoot, have received investment proposals worth more than ₹35,000 crore.”
To translate the partnership into tangible outcomes, the Chief Minister highlighted six key priority areas. These included the development of multimodal logistics and warehousing through Jewar, expressways and freight corridors; high-tech manufacturing, including semiconductor fabrication units and electronics; data centres, cloud services and artificial intelligence; and clean technologies such as solar energy, green hydrogen, waste management and water recycling.
He said, “Uttar Pradesh currently accounts for approximately 55% of India’s total mobile phone production and 60% of its electronic component manufacturing.” Highlighting the state’s agricultural potential, he added, “Uttar Pradesh played a vital role as the country’s food basket. There was considerable scope for collaboration between the state’s contribution of 21% to India’s foodgrain production and Singapore’s high-quality food packaging and export models.”
Discussing opportunities in tourism and hospitality, the Chief Minister said, “The grand and successful organisation of Mahakumbh 2025 had showcased Uttar Pradesh’s immense capacity for management and large-scale event organisation to the world. This experience and capability could be combined with modern tourism facilities and wellness projects to create new opportunities. There was significant potential for developing world-class hotels, convention centres and hospitality services at global spiritual destinations such as Ayodhya, Kashi, Mathura-Vrindavan, Prayagraj and the Buddhist Circuit. Singapore’s globally renowned expertise in urban planning could also be leveraged for the planned development of Lucknow, the State Capital Region and new townships.”
Singapore Business Federation Chairman Mark Lee and members of the delegation, who had inspected industrial areas in Noida and Greater Noida before the meeting, praised the state’s infrastructure, ease of doing business and investor-friendly policies. They described the Film City, Toy Park, Apparel Park, Medical Devices Park and semiconductor cluster being developed in Greater Noida and the Yamuna Expressway Industrial Development Authority (YEIDA) region as being in line with international standards.
The delegation said Uttar Pradesh’s transparent and swift administrative processes strengthened global investors’ confidence. Singaporean companies were enthusiastic about building long-term economic partnerships with the state.
During the meeting, Singapore Business Federation Chairman Mark Lee highlighted the deep-rooted and historic ties between India and Singapore, describing the Chief Minister’s visit to Singapore as a historic milestone in strengthening these relations. He appreciated Uttar Pradesh’s expanding expressway network, modern warehousing facilities, well-planned industrial parks and progressive industrial policies. He said, “The New Uttar Pradesh offered extensive business opportunities for Singaporean companies.”
Prasoon Mukherjee, Chairman of the SBF-India Business Committee, praised the Chief Minister’s visionary leadership and said, “This was the first high-level SBF delegation led by Chairman Mark Lee to visit an Indian state outside Singapore. Uttar Pradesh had witnessed unprecedented development in infrastructure and connectivity under Chief Minister Yogi Adityanath, significantly boosting investor confidence in the state.”
Prashant Mukherjee, Managing Director of Universal Success Enterprises, commended the Uttar Pradesh government’s functioning and said, “The Chief Minister’s team had extended exceptional support and acted with remarkable speed in implementing the MoUs signed during his Singapore visit in February.” He said he shared his experience of the state government’s commitment, transparency and exceptional pace of execution with other international investors at global forums.
During the meeting, Chief Minister Yogi Adityanath handed over an eligibility certificate to M/s Greater Nashik Infracon Private Limited. Associated with the Singapore-based Universal Success Enterprises Group, the company received the certificate for 50 acres of land in Sector 8D of the Yamuna Expressway Industrial Development Authority (YEIDA) region to establish an integrated manufacturing facility, the ‘Universal Packaging Hub’, at an investment of ₹775 crore. The project includes direct foreign equity from Singapore and is expected to generate 1,880 direct employment opportunities.
To accelerate fresh investments in the state, a memorandum of understanding (MoU) was also exchanged with global agriculture and food processing company Agrocorp International. The company will establish a state-of-the-art greenfield manufacturing facility in Uttar Pradesh to produce soy protein isolate and chickpea protein concentrate. The project will strengthen the state’s agro-processing and value-addition ecosystem and accelerate the expansion of agriculture-based industries.
An MoU was also exchanged with Blue Planet Environmental Solutions, a global leader in sustainable waste management. The company will work on the treatment of approximately 7.5 lakh tonnes of legacy waste in Noida’s Sector 145 and the establishment of a fresh waste processing plant with a capacity of 350 tonnes per day in Saharanpur. The projects entail an estimated investment of ₹250 crore to ₹350 crore and are expected to create 100 to 120 jobs.
Those present at the high-level meeting included Singapore Business Federation CEO Kok Ping Soon; IHCL (Tata Group) Managing Director and CEO Puneet Chhatwal; Agrocorp International CEO Vishal Vijay; Blue Planet Environmental Solutions CEO Prashant Singh; PSA India Managing Director Pavithran M. Kallada; Sembcorp AGM Vineet Yadav; and senior state government officials and representatives associated with industrial development.
