Shimla, October 22: A case has been registered against former Shimla Superintendent of Police (SP) Sanjeev Kumar Gandhi over allegations of fraud, misappropriation of government funds and financial irregularities. The case was filed at Sadar Police Station following a complaint by a police constable, and an investigation is underway.
According to Shimla SP Gaurav Singh, the complainant, who is posted at Police Lines, Kaithu, alleged that he had spent ₹1,87,890 from his personal funds during 2024 and 2025 to meet expenses related to official duties and arrangements. He was reportedly assured that the amount would be reimbursed. The constable subsequently submitted the bills to the concerned office, where they were reportedly verified and approved for payment.
Constable Alleges Non-Payment Despite Approval
As per the complaint, on February 6, 2026, the then Shimla SP Sanjeev Kumar Gandhi allegedly called the constable and obtained his signatures on payment-related vouchers, assuring him that the formalities were required to release the approved amount. However, the complainant alleged that the payment was not made despite the completion of these formalities.
The constable further stated that after raising the issue in July 2026, he approached the accounts branch and learnt that the amount had reportedly been withdrawn from the fund but had not been credited to his account. He was subsequently forced to arrange money from his personal resources to clear his liabilities.
Financial Records Point to Alleged Fund Shortfall
During the examination of financial records, police reportedly found that approximately ₹2.35 lakh had been withdrawn from a district police fund over a period of nearly two years. The purpose of these withdrawals was allegedly not supported by the available records, raising concerns about a shortfall in the fund.
The complaint further alleges that when Gandhi was transferred from the post of Shimla SP to the Personnel Department, the constable’s approved bill amount was transferred to the concerned fund to cover the reported shortfall instead of being released to him.
FIR Registered Under BNS Sections
On the basis of the preliminary findings, police registered FIR No. 138/2026 on October 22 under Sections 316(5), 314, 318, 336 and 340 of the Bharatiya Nyaya Sanhita (BNS). The provisions relate to offences including criminal breach of trust, dishonest misappropriation, cheating and offences involving forged documents.
Police are investigating the alleged financial irregularities and examining the relevant records and transactions. The allegations against the former SP are yet to be established, and the investigation is continuing.
