Shimla, 1 October 2026

Himachal Pradesh National Law University (HPNLU), Shimla, addressed a press conference to clarify facts concerning recent media and social media reports relating to an alleged ragging incident and subsequent developments involving students of the University. Hon’ble Vice-Chancellor Prof. (Dr.) Priti Saxena stated that a complaint alleging ragging had been received by the University on 21 August 2026 and that the matter is presently under inquiry in accordance with the applicable UGC Anti-Ragging Regulations. She categorically clarified that no final finding or decision has yet been reached by the University.

Prof. (Dr.) Priti Saxena informed the media that the matter is being examined through the prescribed institutional mechanism, including the Anti-Ragging Squad and Anti-Ragging Committee. She emphasized that the inquiry must be allowed to proceed fairly and independently on the basis of evidence and that public statements presenting allegations as established facts while the inquiry is pending may prejudice the process.

The Vice-Chancellor further clarified that the complainant had independently lodged an FIR at Police Station Arki. The University had not lodged the said FIR. However, in compliance with its obligations under the Anti-Ragging Regulations and on the recommendation of the competent Anti-Ragging mechanism, the University had duly informed Police Chowki, Dhami, regarding the matter.

Referring to the recent incident involving a student, the Vice-Chancellor stated that immediately upon receiving information and the video circulated on social media, the Registrar, Dean Students’ Welfare, concerned Wardens and other University officials were directed to respond without delay. The student was taken to the Community Health Centre, Dhami, and was subsequently taken to IGMC, Shimla, for medical examination and observation. University officials and faculty members remained present during the process and continued to coordinate with the concerned authorities and the student’s family.

Prof. (Dr.) Priti Saxena also highlighted the support mechanisms available at HPNLU, including the SC/ST Cell, Equal Opportunity Cell, mentoring arrangements, student welfare mechanisms and access to psychological counselling. She stated that students are encouraged to approach their mentors, faculty members, the Dean Students’ Welfare and the Vice-Chancellor’s office whenever they face academic, personal or other difficulties.

Responding to questions from the media, the Vice-Chancellor reiterated that the University is examining the entire matter on the basis of available material, including CCTV footage and other evidence placed before the inquiry authorities. She stated that the University would not arrive at any conclusion until the inquiry is complete and sufficient material is available before the competent committee.

The Vice-Chancellor urged representatives of the print, electronic and digital media to verify facts with the University before publication, particularly in matters involving ongoing statutory inquiries and student welfare. She emphasized that HPNLU remains committed to transparency, student safety, due process, principles of natural justice and a fair and impartial inquiry.

The University reiterates that appropriate action, if warranted, shall be taken strictly in accordance with law and the applicable regulations upon completion of the inquiry.
